Ricard Giné Garriga


Ricard is an environmental engineer, with a specialization in water and sanitation in low-income countries. His training and professional experience has covered water resources management, water and wastewater treatment, water, sanitation and hygiene services as well as environmental engineering. Research topics addressed in recent years range from improving the availability of reliable information, to improving access to information, and to encouraging the use of this information in decision-making processes. Specifically, he has specialised in field data collection methods, statistical data analysis, development of policy tools to support targeting and prioritization (e.g. planning indices, aggregated indices, water poverty maps, etc.), and rural water and sanitation services sustainability. Ricard has 15 years of professional experience on a variety of projects in Spain, East Africa (Mozambique, Tanzania, Kenya and Ethiopia) and South America (Peru and Bolivia).

My research interests focus on the connections between the improved delivery of water, sanitation and hygiene services and human development – especially the links between science, policy and practice, in low-income countries. They relate to the development of monitoring and reporting systems to inform decision-making, and include:

  • the design of data collection methods to produce representative and reliable estimates on WASH. Typically, these methods combine different information sources such – the household, the waterpoint, the schools and the health centres – and are applied at the local scale,
  • the development of policy tools to improve data accessibility and data dissemination to sector stakeholders, such as aggregated indicators, simple planning indices, poverty maps, etc., and
  • the analysis, from a human rights perspective, of national and international monitoring systems in the water sector, with special attention to the WHO/UNICEF Joint Monitoring Programme for Water Supply and Sanitation (JMP) and the proposal for post-2015 goals, targets and indicators.
